BLM-CO GFO OWL MAPPING AND ACOUSTICS ANALYSIS

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is an RFQ for survey services in accordance With Attachment 1- SOW BLM GFO OWL MAPPING, Attachment 2- SOW BLM GFO OWL ACOUSTICS ANALYSIS, and the Contract Line Items below.

While this is a competitive Total Small Business Set-Aside, we welcome and encourage vendors from all socio-economic sub-categories such as WOSB, Disadvantaged Small Business, SDVOSB, 8a, HUBZone and Indian Small Business Economic Enterprises to consider submitting a proposal.

Project: Contractor is expected to use detection canine(s) to conduct non-specific owl pellet surveys to locate owl pellets in an area that includes the North Powderhorn Forest Health and Fuels Reduction Project. The contractor shall provide: (1) analysis of acoustic data to determine probable presence of six potential owl species and (2) provide a summary report. If one contractor can not self-perform or sub-contract the both items, the Government may at its discretion award two separate contracts, but preference will be for one.

PERIOD OF PERFORMANCE: 06/01/2024 - 11/29/2024

Basic Contracting Requirements:

3. Invoicing and Payment: www.ipp.gov - 30 day prompt pay after delivery. We can accept and pay interim invoices.

6. Small Business Set-Aside for NAICS 541620 - Environmental Consulting Services- Size Standard: $19.00
7. Type of Contract: Firm Fixed Price - no equitable adjustments for conditions you should or could have known about prior to quoting.
8. Quotes will be evaluated on a best value basis which may not be the lowest bidder. The following factors shall be used to evaluate offers, See FAR 212-2 in the solicitation and the SOW for full explanation of evaluation factors.

Instructions to Offerors:
-Double Check your SAM registration, this must be active at the time of offers due.
-Email your signed quote package to: c1strickland@blm.gov, with "140L1724Q0022- BLM CO SOW BLM GFO OWL MAPPING AND ACOUSTICS ANALYSIS" in the subject line, no later than the closing date.
-Email or call with any questions, prior to the closing date, with enough time to research an answer.
-Include your both items (bid form and technical response in your response. The company information to include Name, Address, SAM UEI number and the POC Name and email along with the price.
-Include enough description/information in technical response in order to determine technical acceptability and best value.

-Offers are due May 9, 2024 not later than 17:00 hrs (5:00 PM) Mountain Time (MT).
