Award: It is the intent of the Iowa DOT to award the contract to the responsible contractor whose submitted quote is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule . Other factors may also include a comprehensive review of bidders past work performance, and work capacity.
Overview
North Des Moines Floor Finishing
The Iowa DOT is seeking competitive bids for a contractor to repair the concrete floor at the IDOT North Des Moines facility. Awarded contractor must prepare existing concrete before grinding concrete in all storage bays to remove pocked concrete and get floor to a more smooth finish as per plans and specifications. See photos of existing slab as examples of floor condition. End result should be an overall smooth surface that meets specification for process with clear coat and salt inhibiting concrete sealer applied.
Work to be done M - F 7:00 am - 3:30 pm CT, coordinating with site supervisor for day-to-day operations.

Required 1 year construction warranty and materials warranty as indicated in specs.
Awarded contractor must be a bonded and insured contractor
DOT Estimated Start Date: July 1, 2024 No work may be started on this project prior to July 1, 2024 (Start date to be coordinated with IDOT Project Manager. This is the estimated start date after all required documents are received i.e., Insurance, performance bond and vendor signed contract).
Completion date: November 11, 2024 (This includes resolution to all punch list items, inspections and DOT acceptance typically used in construction bids).
NOTE: Contractors to propose a suggested revised completion date taking into consideration winter weather conditions. This is a required Attribute. See Attribute #11.

Communication: Until a contract is awarded the sole point of contact for the solicitation is the Purchasing Agent identified in the solicitation.

All questions must be directed solely to the purchasing agent listed in the bid opportunity or before May 5, 2024 at 10:00 PM CT. We encourage vendor to upload all questions on or before the question cut off due date and time in ION wave. Responses to questions will be communicated out to vendors via DOT’s ION wave bid system.

Responses shall be submitted within DOT’s IONwave Bid System or signed and prepared in ink or typewritten in the solicitation documents provided. Telephonic, email or facsimile responses shall not be considered .

Site Visits: A site visit is at the discretion of the contractor. PART 1 GENERAL
1.01 SECTION INCLUDES

1.02 ADMINISTRATIVE REQUIREMENTS
A. Coordinate the work with concrete floor placement and concrete floor curing.
1.03 SUBMITTALS
A. Product Data: Manufacturer's published data on each finishing product, including information
on compatibility of different products and limitations.
B. Product Data: Manufacturer's published data and installation instructions for concrete polishing
system and finishing products, including manufacturer's installation instructions, information on
compatibility of different products, and limitations.
C. Maintenance Data: Provide data on maintenance and renewal of applied finishes.
1.04 MOCK-UP
A. For coatings, construct mock-up area under conditions similar to those that will exist during
application, with coatings applied.
B. Mock-Up Size: 10 feet square.
C. Locate where directed.
D. Mock-up may remain as part of the work.
1.05 DELIVERY, STORAGE, AND HANDLING
A. Deliver materials in manufacturer's sealed packaging, including application instructions.
1.06 FIELD CONDITIONS
A. Maintain light level equivalent to a minimum 200 W light source at 8 feet above the floor surface
over each 20 foot square area of floor being finished.
B. Maintain ambient temperature of 50 degrees F minimum.
1.07 WARRANTY
A. Correct defective work within a one-year period commencing on the Date of Substantial
Completion.
B. Finish Warranty: Provide five-year manufacturer warranty against excessive degradation of
finish. Include provision for replacement of units with excessive fading, chalking, or flaking.

filling the pores and dustproofing; for application to concrete prior toset.

C. Apply coatings in accordance with manufacturer's instructions, matching approved mock-ups
for color, special effects, sealing and workmanship.
3.04 CONCRETE POLISHING
A. Execute using materials, equipment, and procedures specified by manufacturer, using
manufacturer approved installer.
1. Final Polished Sheen: Satin finish; other sheens are included as comparison to illustrate
required sheen; final sheen is before addition of any sealer or coating, regardless of
whether that is also specified or not.
2. Satin Finish: Reflecting images from side lighting.
B. Protect finished surface as required and as recommended by manufacturer of polishing system.
