Contract Details and Requirements for Recycling and Solid Waste Removal Services for the
University of Minnesota Duluth, Department of Housing and Residence Life
1.0 Introduction/Information
The Housing Department at the University of Minnesota Duluth is responsible for the maintenance of all
housing buildings and grounds which includes waste and recycling management functions. The
University of Minnesota Duluth is soliciting competitive bids from qualified Contractors for solid waste,
recycling, and compost (organics) hauling and disposal.
The quantity of material to be provided shall vary and the University does not make any representations,
warranties, or guaranties with regard thereto.
Failure or refusal to comply with all of the terms, conditions, and requirements as delineated in this RFB
will be cause for immediate cancellation of the Contract.
Required limits of liability are included in this Solicitation (See Exhibit 3: Insurance Requirements). The
Regents of the University of Minnesota must be included as additional insured and as the certificate holder.
2.0 Contract Period
The awarded contract shall be for three (3) years beginning July 1, 2024. The University shall have the
option to extend the contract for three (3) additional one (1) year terms. The optional renewal periods
shall be dependent upon satisfactory performance experienced during the Contract year and upon mutual
agreement of the Contractor and the University.
3.0 Contractor Requirements
Awarded Contractor(s) must possess appropriate waste haulers license per St. Louis County; Solid
Waste Ordinance No. 45, Article VII, Section 2 Hauler Collection or Transportation Licenses and/or others
that apply.
The Contractor must possess the necessary equipment to reliably make the required pickup, delivery,
dumping, and return without delay of the University’s 30 cubic yard self-contained unit and 30 yard roll off
recycling unit, and must be able to do so within 24 hours of the request by the UMD Housing Office.
The Contractor must provide 7 front load dumpsters (8-yard capacity) and 2 (64 gallon) curb carts along
with the necessary equipment to reliably make the required waste material pickups requested in attached
Schedule I on page 5. In addition, the Contractor must supply large roll-off style dumpsters at random
times within 24 hours of the request by the UMD Housing Office.
Required Limit of Liability– See Exhibit 3: Insurance Requirements.
4.0 Scope of Work
The University is requesting bids to enter into annual service contract(s) to provide removal of solid waste
(garbage, trash, and other waste materials), commingled recyclables, and compost (organics) from the
UMD housing facilities. This Contract does not include any roll off containers or solid waste removal in
any of the UMD Facilities Management areas, Glensheen, and Health Services areas.
The successful Contractor agrees that in addition to items generally accepted as “solid waste”, the terms
shall also include, in reasonable quantities, other waste materials. The University will assume
responsibility for the disposal of chemical and/or laboratory wastes deemed to be too hazardous for
landfill dumping.
For on call service, the service provider is notified by a University Representative two (2) days in advance
when pickups and/or adjustments to regularly scheduled pickups are anticipated. The University reserves
the right to add or delete locations throughout the Contract period. Commodity weights are to be
provided to the University on a monthly statement.

It is the responsibility of the successful Contractor to be sure that all materials are picked up at each
designated location whether or not it is in a collection container. All spillage or loose materials in each
collection area shall be picked up by Contractor and the area is to be swept or raked clean as needed.
All services must be provided between the hours of 7:00 am - 7:00 pm. Failure to make the scheduled
pickups due to circumstances other than those within the University’s control will result in the respective
reduction of the invoice for that month.
Consistent with State law, disposal of all solid waste must be in accordance with the Western Lake
Superior Sanitary District’s plan in effect at the time of award. Failure or refusal to comply with all of the
provisions as set down in this Request for Bid will be cause for immediate cancellation of the Contract.
4.1 Compactor
The Contractor shall provide all services required for the emptying of a University owned self-
contained 30 cubic yard capacity compactor unit located near Lake Superior Hall. The Contractor
shall pick the unit up, empty it at WLSSD, return it to the original location, and reconnect hydraulic
and electric service lines. The Contractor is required to perform this service in one continuous
operation without causing a delay in the University’s use of the compactor unit.
It is anticipated that this service will be required, on average, one (1) time per week during the
academic year.
4.2 Dumpsters
The Contractor shall provide 7 front load dumpsters (8-yard capacity) and service as listed in
Schedule I of this document. Additional charges by the successful bidder relating to high volume
and/or callbacks at the pickup locations listed on Schedule I will not be allowed. High and low
volume rates are to be anticipated. The largest anticipated loads occur at the beginning of Fall
Semester (End of August) and the end of Spring Semester (Early May). Service requests outside
of Schedule I will be made on an as needed basis, at least one week in advance, dependent on
occupancy of facilities.
4.3 Additional Containers
The Contractor may be requested to provide larger “roll-off” type dumpsters for campus
construction debris, old furniture, mattresses, etc.
4.4 Recycling Container
The Contractor shall provide hauling and emptying service for a 30-yard University owned roll off
recycling container. Recycled materials within the container will be mixed so the contractor should
be able to accommodate single stream recycling.
It is anticipated that this service will be required, on average, three (3) times per week during the
academic year.
4.5 Compost
The Contractor shall provide 2 (64-gallon) curbside carts and provide hauling and emptying
services. Compost (organics) may be bagged using biodegradable composting bags in the
containers.
It is anticipated that this service will be required, on average, one (1) time biweekly during the
academic year.

5.0 Instructions to Bidders for completing Attachment A: Price List
5.1 Explanation of Item A:
Unit price will be for service of picking up, hauling to WLSSD, weigh-in, dumping and returning the
University’s 30 cubic yard self-contained compactor unit. Item A also includes cost per ton, tax,
minimum tonnage charge (if applicable) and WLSSD cost per yard. It is anticipated that this service
will be required on average of once per week, but the bidder shall be prepared to provide this
service on a basis of service within 24 hours following UMD Housing’s request. All pickups are to
be made at the request of the UMD Housing Office. In the event of malfunction of the 30 cubic yard
compactor unit, UMD may choose to use another contractor, if necessary, to furnish a temporary
container and service it until a new container is purchased or the old if repaired.
5.2 Explanation of Item B:
This is the solid waste removal charge per 8-yard contractor provided dumpster. Pickups are based
upon schedule but may vary if requested. Please note that dumpsters at the Junction apartments
and Oakland apartment complexes are only serviced on Fridays.
If Western Lake Superior Sanitary District (WLSSD) increases/decreases their disposal and
management fees during the contract period, proper documentation should be submitted to UMD
prior to invoicing associated changes to cost.
5.3 Explanation of Item C:
This unit price will be used for adjustments to container quantity or size in Schedule I. This bid item
is for non-compacted volume. Itemize charges for service, disposal, WLSSD waste management
fee and state sales tax.
5.4 Explanation of Item D:
The contractor shall provide large roll off containers (30- or 40-yard capacity) for waste when
required. Item E includes the flat rate charge for delivery and removal of container plus the
additional costs for the disposal, fees, and tax. University will not pay inactivity charges for the
containers.
5.5 Explanation of Item E:
Include price for service of picking up, emptying, and returning the University’s 30 yard roll off mixed
recycling unit as well as a price each ton of recycling. The successful bidder is responsible for
sorting and processing all recycled items emptied from the roll off unit. It is anticipated that this
service will be required on average two to three times per week, but the bidder shall be prepared
to provide this service on a basis of service within 24 hours following UMD Housing’s request.
5.6 Explanation of Item F:
Include price for service of emptying contractor owned 64 gallon compost cart
***Contracts may be awarded to separate successful contractors for pickup/handling service of the
30 cubic yard compactor/container (Item A), and/or for providing 7 front load dumpsters (8- yard
capacity) and waste removal from these dumpsters (Item B), and/or large “roll-off” dumpsters (Item
C).
6.0 Invoices
Monthly invoices shall show:
1. University purchase order number.
2. Charges for pickup/handling service of the University’s cubic yard compactor/container per Item A

(number of pickups with dates, times, rate per pickup service).
3. Charge for calendar month per Item B.
4. Additional/reduced charges for extra/reduced pickups per Item C.
5. Additional charges for large “roll-off” dumpsters per Item D (includes dates and rates per service.
6. Total amount due
7.0 Prevailing Wage Rate
Prevailing wage applies to this contract. It is the policy of the University of Minnesota that all projects
contracted for by the University shall comply with the prevailing wage requirements of Minn. Stat. §
177.41-177.44. Contractor(s) shall comply with terms for prevailing wage as noted in the terms and
conditions included.
8.0 No Strike Provision
If the Contractor provides unionized labor, the Contractor shall be signatory to agreements necessary to
prohibit strikes, lockouts, slowdowns, work stoppages, and other actions that may delay and interfere with
the timely completion of the Work. Project delay caused by strikes, lockouts, slowdowns, work stoppages,
and other actions preventable by such agreements constitute avoidable delays.
9.0 Idling Reduction Policy
The University of MN Duluth has a no-idling policy. Unnecessary idling of University department vehicles
is not permitted and is allowed only under certain circumstances. Idling is allowable only if there is a
business justification (e.g. running a lift gate). As a general rule: if a vehicle will be stopped for longer than
a wait at a stop light, the vehicle should be shut off. Under normal weather conditions, no vehicle shall idle
for more than two minutes.
For non-diesel fueled vehicles, if the temperature is below positive twenty degrees Fahrenheit a warm up
of three minutes will be allowed if the vehicle has been shut off for more than four hours. All vehicle
manufacturers agree that vehicles do not need a warm up period before starting a trip.
For diesel fueled vehicles, an appropriate warm up period (as specified by the manufacturer) is allowed.
However, once the engine is properly warmed up it can be shut off for stops.
Drivers violating this policy may be subject to disciplinary action.
Vendors, contractors, visitors who fail to comply with this policy may be asked to leave the campus, have
access to the campus denied and/or other appropriate measures taken to ensure future compliance with
the policy.
