Separate sealed bids for the construction of W.O. 23-96: Intake #2 Catwalk Repairs and Improvements will be received by the City of Billings City Clerk, 210 N. 27th Street, Billings, MT 59101 or P.O. The Project generally consists of:


The Project generally includes repairing damage incurred during the June 2022 Flood event to the Billings Water Treatment Plant Intake #2 Catwalk and Building. The Project is utilizing insurance, FEMA, and potentially FEMA hazard mitigation funds to bid two separate Projects. The base bid is to repair the facilities to pre-existing conditions, and generally includes structural rehabilitation with temporary work platforms needed to complete the work. The Alternate Bid #1 generally is to mitigate future hazards by lifting the catwalk and building by approximately 5 feet, and includes structural rehabilitation, demolition, construction of a new precast building, process and electrical improvements.


Base Bid:

The Base Bid includes the demolition of existing facilities, including removal of existing catwalk bridge deck, and construction of a new replacement catwalk concrete deck on top of existing structural steel members. Recondition and reuse of existing steel members, concrete pier rehabilitation, replacement of existing handrails, removal and replacement of low pressure and high pressure air piping and other process related improvements. Repair of underwater pipe encasement, installation and removal of all temporary working platforms and facilities, new gas service lines, and removal and replacement of electrical conduit.

Alternate #1:

The Alternate #1 bid includes demolition of existing facilities, including the existing intake building, removal of existing catwalk bridge deck, and construction of a new replacement catwalk concrete deck on top of existing structural steel members. Concrete pier rehabilitation and elevated structure modifications. Recondition and reuse of existing steel members, installation of new aluminum handrails on the catwalk and walkway around the intake building, steel staircase, removal and replacement of low pressure air piping and other process related improvements including gate actuator modifications and screen installation. Repair on underwater pipe encasement, installation and removal of all temporary working platforms and facilities. New precast concrete building and hollow core roof, associated mechanical, lifting hoists, removal and replacement of electrical conduit, conductors, and lighting.

PRE-BID CONFERENCE: There will be a non-mandatory Pre-Bid Conference for all prospective Bidders held April 30, 2024,10:00 AM MT at Billings Water Treatment Plant conference room, located at 2251 Belknap Ave., Billings, MT 59101. Interested Contractors are encouraged to attend.


BIDDING REQUIREMENTS: Contractor and any of the Contractor's Subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, PO Box 8011, 1805 Prospect, Helena MT 59604-8011. Information on registration can be obtained by calling 406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.


Each Bid or proposal shall be accompanied by a Certified Check, Cashier's Check, or Bidder’s Bond payable to the "City of Billings, MT" in an amount not less than ten (10%) percent of the total amount of the Bid. Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail or hand delivered shall have any of the bid securities included.


No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 PM local time Tuesday, May 21, 2024.
